You might be right with respect to the final result: perhaps more
mixing of will result in a better conference. Organization-wise,
however, divide-and-conquer makes perfect sense: different content
managers know different language communities.
I do think we want to encourage cross-language lectures. With
divide-and-conquer these might fall between the chairs. At the very
least the call for papers should make it clear that we accept lectures
focused on other languages and cross-language programming.

That's a bug in the track scheduling then. It doesn't necessarily
make the track definitions wrong.
