[OSDC Israel] Venue requirements for next year and PR

On one hand several people mentioned some minor issues regarding the
venue we had this year and the lack of PR.

On the other hand next year many more people need to get involved in
the organisation.

So here is your chance to help.
First I would like collect our wisdom regarding the venue requirements
for next year
and also write a letter to be sent to all the CS departments around the country.
This letter should do two things
- Let the CS departments know about OSDC (both report this year and
tell them about
  our plans to do it again next year) - this is the PR part
- Ask if they would like to host the conference pointing them to the
requirements we have

In order to leave enough time for the organization, it would be the
best to start doing it now.
