Okay, in that case there's a clear monetary reason to leave in the
full fee. But in that case let's think of ways to reduce the pain of
cheaters.
First, let's not call it company fee. This is the full fee; individuals
are eligible for an individual discount.
Second, would having attendees sign a statement actively declaring they
are eligible for the discount help? Not for legal reasons, but so that
someone who's considering the shady business has a clear opportunity to
see they're doing something wrong?

Look at it this way, we have to put the carrot in front of people so they
are encouraged to do things in ways that help the already difficult
organization. Late signups make adminning hard, so let's discount
early signup. If (and that's entirely up to the conference organizers)
there's a grace period in "late early" payments, it's really unfair to
everybody if someone gets a cheap ticket two weeks before the conf! So
yes, unless you enjoyed working on invoices days before the opening,
let's move everything a bit and make breathing space. 6 weeks ahead is
for sure not exaggerated. Maybe 8 is OK too. The excellent thing is we
can get the word out in time.
