A general question:

What is the overall theme of OSDC? Is it mainly directed towards
developers of open source software, or developers who use open source
software, or developers who support open source software, or
developers who oppose proprietary software, etc., etc.?

I ask because nearly every programming language today is available in
an open-source version (for example GNU's C++ and Java), but we
wouldn't generally expect those languages at an open source
conference.

Are there any guidelines regarding what is and isn't relevant to OSDC?
