I don't live in Netanya. So I can not help you a lot. I hope other guys will
provide better answer, then my. Meanwhile I did few searches and found

I could be wrong, but almost all hotels in Netanya are near the sea
and there is nothing
near the college. It will take 15 - 25 minutes to get to by bicycle.
